基隆市稅務局表示，一般申請地價稅按自用住宅用地稅率核課者，土地所有權人應填具申請書，並向土地所在地之稅捐機關提出申請；至於沒有使用執照或建物所有權狀的老舊房屋，申請時須檢附地政機關所核發之「建築改良物勘查結果通知書」，只要其它要件符合，亦可申請按自用住宅用地稅率課徵地價稅，欲申請者，應於每年地價稅開徵40日(即9月22日，如遇假日則順延至次一工作日)前提出申請，逾期申請者，自申請之次年開始適用。
